A degradation state determining device 100 is a device for determining a state of a structure, and is provided with: a measuring unit 10 which measures an amount of deflection and an amount of surface displacement of the structure; a statistical processing unit 20 which executes a statistical process using the measured amount of deflection and amount of surface displacement; and a degradation state determining unit 30 which determines a state of degradation of the structure on the basis of the results of the statistical process.
