A pivoting work machine comprises: a pivot motor (11); a capacity control device (50, 60); a pivot control device (12, 13) that accepts a pivot command operation and allows hydraulic fluid to be supplied from a hydraulic pump (10) to the pivot motor (11); a pivot parking brake (30); a brake switch device (40); a brake release command unit (70) that inputs a brake release command to the brake switch device (40) so that the pivot parking brake (30) switches to a brake release state after supply of the hydraulic fluid to the pivot motor (11) is permitted; and a capacity limiting unit (46, 69) that limits the capacity of the pivot motor (11) controlled by the capacity control device (50, 60) to be no more than the capacity for releasing the brake up to the time when the brake is released and permits the capacity to be increased after the brake is released.
