A photographing device, a photographing method, a photographing program, and a photographing system are provided with which a photographing plan can be easily formulated. The photographing device (100) is provided with: a photographing evaluation map acquisition unit (101) for acquiring a photographing evaluation map; and a photographing point selection unit (102) for selecting a photographing point suitable for photographing a photographic subject and photography conditions for the photographing point on the basis of the acquired photographing evaluation map. Evaluation values, which indicate evaluations of photography for when the photographic subject is photographed from specific positions under specific photography conditions, are defined for each of multiple photography candidate positions and for each of multiple photography conditions in the photographing evaluation map.
