The present invention relates to a hydraulic binder composition comprising: - at least one Portland cement; - at least one amorphous calcium aluminate; - calcium sulphate; - at least one alkaline salt S selected from K2CO3, Rb2CO3, Cs2CO3 and mixtures thereof; the composition being characterised in that the mass ratio of alkaline salt(s) S to amorphous calcium aluminate(s) ranges from 0.01 to 0.2.
