This work assistance server 10 comprises: a first assistance processing element 121 that creates a surroundings image including the area surrounding a work machine 40 when a request for the work machine 40 to begin work is made; and a second assistance processing element 122 that allows work to be performed by the work machine 40 under the condition that the surroundings image is displayed by an image output device 221 of a remote operation device 20.
