This pipeline grouping device includes: a pipeline information storage unit that stores pipeline information in which pipeline identification information individually identifying each pipeline and pipeline attribute information including location information for each pipeline are associated; a base point setting unit that, on the basis of the pipeline information, sets a grouping base point in one of a plurality of pipelines to be grouped; a polygon generation unit that repeats a process of generating a polygon that has a prescribed shape and encompasses the one pipeline including the base point and a candidate pipeline that is located near the base point, until a prescribed condition that was set in advance is met, and groups each pipeline that was encompassed by a polygon into the same group; and a grouping control unit that subjects a pipe network to grouping into a plurality of groups, by repeating the grouping process of the polygon generation unit until all of the pipelines that make up the pipe network are grouped.
