An anti-ballistic building panel made substantially from materials adapted to absorb a projectile, including but not limited to: Portland cement (OPC), Sorel cement, or a combination of both; said panel further incorporating a formwork that surrounds or partially surrounds said materials and is adapted to contain debris associated with scabbing mode failure.
