Evaluating and Improving on the Development Plan of South Saad Al Abdullah as a Smart City in Kuwai
South Saad Al Abdullah is a new city under development in the State of Kuwait. According to the state's master plan, it should be completed in 2025, and is expected to be the first smart city in Kuwait, as well as the broader region of the Middle East. This paper uses appropriate criteria derived from prior studies, and a direct comparison to Singapore, which has been ranked as the top smart city globally, to assess the extent that South Saad Al Abdullah city can be treated as “smart”. The paper also presents the results from a series of interviews with officials about the current and planned smart systems found in the city. The interviews reveal that among the challenges faced by the planners is identifying optimal locations for certain systems, such as traffic cameras and air quality monitoring stations. Additionally, the lack of a centralised system that monitors and connects the various automated smart systems is highlighted by the interview responses. In response to these challenges, it is proposed that Geographical Information Systems (GIS) can be used to address the issues in a realistic and timely fashion.
