A general overview is presented of existing housing conditions and of environmental and socio-economic conditions which may affect housing. Also presented is a general overview of the local and federal programs designed to improve housing conditions. Using this general information, a survey housing and environmental conditions is made for each of the eleven neighborhoods or planning areas within the City of Oberlin, Ohio and specific programs designed to correct undersirable conditions within each neighborhood are suggested. A City-wide plan of action designed to improve environmental and housing conditions and housing opportunities is then presented.
