The report is an application for the Berkshire County Regional Planning Commission to undertake regional comprehensive transportation planning in the Berkshire region. The report finds that the transportation planning process cannot be separated from the components of the planning process but rather must be, with other components, an affirmative tool for implementing Berkshire goals and objectives. The report further finds that the Berkshire County Regional Planning Commission is ideally suited for a demonstration of how regional planning agencies can succeed in accomplishing increased citizen participation while providing for a design-team approach in transportation planning.
