The Scenic Route: A Guide for the Designation of an Official Scenic Highway
A comprehensive approach is advocated to develop scenic highways. This covers the principal administrative tools of a city or county general plan, zoning ordinances, subdivision regulations, building and housing codes; fire codes; and capital outlay program. Adequately staffed building, park, road and planning departments, assisted by police and legal departments should be in operation to administer the program. The report is a manual for obtaining designation of 'Official State Scenic Highway' as an 'Official County Scenic Highway' under the Master Plan for Scenic Highways in California. The initiative comes from the local governing body, which presents a plan to the state government. A cooperative agreement between the state and local governments, with a division of responsibilities, is outlined. Topics covered in this highly pictorial document include standards which should be applied for scenic corridor protection; means of achieving corridor protection through local controls, administrative action, and management practices; and criteria for determining the boundaries of the scenic corridor.
