Kelsey Creek Dam consists of a zoned, earthfill embankment that is 860 feet long and 66 feet high at maximum section. The main spillway is a drop spillway located near the center of the embankment. It consists of a concrete riser that connects to a 36-inch diameter reinforced concrete pipe under the embankment. The auxiliary spillway is at the right abutment of the dam. It is a grass-lined excavation in earth. Based on visual inspection, available records, calculations and past operational performance, Kelsey Creek Dam is judged to be in good condition. The existing spillway can pass the Probable Maximum Flood (PMF) without overtopping of the dam. The spillway capacity is rated as adequate. There is a slope stability analysis for the embankment, and it indicates that the embankment has adequate factors of safety. There is no evidence of significant problems threatening the embankment. No deficiencies were noted during the visual inspection.
