Three hospital case studies illustrate cost containment policies involved in expansion and development of facilities. The three examples are: St. Peter's Hospital in Olympia, Washington; St. Vincent's Hospital in Santa Fe, New Mexico; and Emanuel Hospital in Portland, Oregon. Each of these projects was based on a development plan for facilities development and capital expenditures which complemented the long range goals and future programs of the hospital. These plans differ from an architectural master plan in that they are responsive to changing needs, methods of financing, and periodic updating. These three case studies provide examples of building programs which were affected by rules and regulations, by interest rates and financing alternatives, by construction management variations, and by architectural design responses to planning decisions by other disciplines. They illustrate that cost containment in facilities planning, design, and construction must encompass a broad array of considerations from the long-term goals of hospitals to the more traditional tasks of building economical buildings.
