Group Dynamics in the Urban Freeway Decision Process
A procedure for making planning decisions that promote the reconciliation of diverse community and governmental interests is being used successfully in a California community. The method is not presented as a cure-all, but it is working in this particular city, where the prospects for active citizen participation were great. A technique called value analysis was developed and applied to a freeway location decision in Compton, California, where the 75,000 inhabitants are 47 percent black and 10 percent Chicano.
