Residential Property Maintenance for Bulgaria
The report assesses Bulgaria's housing conditions and the country's capacity to address the physical needs of its housing stock. The study involved detailed inspection of seven buildings, which comprised a representative sample of the country's major single- and multi-family residential building types. Major findings include the following. (1) Almost without exception, the buildings are in need of significant repair and/or maintenance. (2) Neither the training system nor the skills of Bulgarian construction workers are well suited to the maintenance, repair, and rehabilitation of the housing stock. (3) Most building materials and tools are less than satisfactory. (4) There is virtually no system to deliver housing maintenance and repair. (5) Although more than 95% of units are now owner-occupied, Bulgarians have no tradition of private ownership, and people still expect maintenance to be paid by others. Recommendations for immediate and long-term programs to improve the housing stock are presented.
