Affordable Housing Demonstration: A Case Study, Elkhart County, Indiana
The affordable housing demonstration project in Elkhart County, Ind., demonstrated the key role that housing manufacturers can play in producing attractive and durable homes which would appreciate in value but be affordable by first-time home buyers. Two previously platted sites were selected for the demonstration and replatted as Residential Planned Unit Developments. This allowed reductions in set back and front footage requirements, making it possible to reduce lot sizes. The Simonton Lake Manor II site was approved for 15 lots, and the Mark VII West Site for 10 lots. Housing units constructed for these sites were manufactured by various home manufacturers in Elkhart County. Double-wide units were erected on Mark VII West and single-width units on the Simonton Lake Manor lots. Conventional builders performed onsite construction tasks such as foundations, garages, decks, and entryways. A third site, Country Acres, was added to the demonstration to illustrate the compatibility of manufactured housing with existing conventionally built neighborhoods. A manufactured unit was erected on one lot in this existing subdivision while a comparable, conventionally built home was constructed on the other lot. The demonstration project began in April 1982, site planning was approved by the county in July, and construction of 17 units completed by November. All manufactured units built for the demonstration, including lots, were listed for sale below the county's 1982 average price of $57,500. Photographs and diagrams are supplied.
