The building is to be located on a site bounded by Franklin Road, Day Avenue, SW, Second and Third Streets, Roanoke, Roanoke County, Virginia. The impact on utilities, transportation, traffic, parking, historical sites and aesthetics is discussed in the statement. Short-term inconveniences associated with normal construction activities may be expected during construction. Service to the public and the court system is expected to be improved through centralized operation and more functional facilities.
