The nation's well publicized failure to increase the rate at which new housing is built has obscured the gradual emergency of an equally critical problem - the operation and management of existing housing in the market serving low- and moderate-income households. Actually, the two problems of failing to properly use existing housing resources and failing to speed up the rate of new construction reinforce each other. In the absence of new public initiatives, they portend more corrosive effects on urban conditions in the years ahead. (Author)
