The reconnaissance survey was undertaken in order to identify the pressing problems in Tallassee and to devise a planning program directed to the locality's problem and needs. Initial minimum housing element is a preliminary assessment of Tallassee's housing problems and constitutes the first step toward formulating a continuing Minimum Housing Element and Housing Program. Planning Program Design is an overall identification of priorities within the general scope and content of proposed continuing planning programs. It is also an attempt to coordinate planning programs and services with all governmental agencies, private groups, and organizations. (Author)
