The proposed project is to improve the Oregon Coast Highway from Pleasant Valley south for a distance of three miles, replacing a congested, outdated highway. Right-of-way involves displacement of nine dwellings and three businesses which are combined with living quarters. Land withdrawn for right-of-way and construction purposes is an adverse effect since other uses are precluded, including taxation as private property.
