This study is designed to determine whether the restoration of housing in the central city is economically feasible. The area selected for case study is Morningside Heights, a 35-block community of Upper Manhattan. This neighborhood was chosen because it threatens to become part of the urban wasteland within the next decade or two in the absence of remedial action.
