The visual inspection and review of available design and construction data indicate that Ross Dam is in fair condition. The deteriorated condition of the spillway ways and the adjacent low areas of the embankment are the primary deficiencies which require maintenance work to assure the operational safety of this facility. In accordance with the recommended guidelines, the spillway design flood (SDF) for this facility is in the range of the 100 year flood to the 1/2 PMF. Based on the size of this dam and the degree of downstream hazard, the selected SDF is the 100 year flood. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and spillway discharge capacity will pass the SDF (100 year flood) prior to overtopping the embankment. Therefore, in accordance with the criteria outlined and evaluated in Section 5.5 of this report, the spillway for Ross Dam is considered to be adequate.
