The Recreation and Open Space Plan is intended to establish the nature and extent of recreational functions and open space needs in the region. Factors considered include social/cultural features, regional problems, existing recreational resources and facilities, potential recreational resources and facilities, outdoor recreation market, open space, implementation of open space planning, financing, allocation of responsibilities, and recommendations. Proposals for recreational and open space policies and locations are discussed in the test and delineated on a base map of the 13-county area.
