The subject of the report is a tract of land consisting of 247.07 acres and improvements identified as the remainder of Upper Bethlehem, Fredensborg and Slob, St. Croix, Virgin Islands. The property is situated in rural area near the center of the island of St. Croix, approximately halfway between the two major towns, Christiansted and Frederiksted. The site has extensive road frontage. The Government of the Virgin Islands has indicated a desire to acquire this property for the purpose of developing it as a shopping center, other commercial use, and for the construction of low and middle income apartment dwellings and single unit family housing. It would become part of a new town, presently called the Central Urban Area. Some effects upon the environment were determined to be inevitable. The only practicable alternative is a competitive bid sale to private developers, which appears to be less desirable from an environmental viewpoint.
