Examination of available documents and a visual inspection of the dam did not reveal conditions which constitute an immediate hazard to human life or property. However, the dam has some deficiencies which require further investigation and remedial action. Using the Corps of Engineers screening criteria for review of spillway adequacy, it has been determined that the dam would be overtopped for all storms exceeding approximately 75 percent of the PMF. The spillway is, therefore, considered to be 'inadequate'. A review of the structural stability analysis performed by the designer indicated calculated safety factors against sliding to be less than recommended minimum value. A more detailed analysis which was performed as a part of this Phase I investigation produces a similar conclusion. Therefore, it is recommended that within 6 months of notification to the owner a detailed field investigation and monitoring program be undertaken to determine the actual hydrostatic uplift pressures along the base of the dam and that further detailed structural stability analyses be performed using this information. Debris should be removed from the upstream face of the dam as part of the routine maintenance program. Finally, leakage along the south side of the south tainter gate should be monitored on a daily basis with these observations documented in the dam operator's log book.
