The Hemlock Reservoir Dam is a linear concrete gravity dam about 700 feet long with an earth embankment concrete cone section comprising the west side of the dam. A concrete spillway section about 120 feet long is located at the eastern side of the dam. The dam is 64 feet high. Based on the visual inspection of the site, review of available information and the pase performance of the dam, the dam is judged to be in good condition. The project will not pass the test flood without overtopping the dam, and therefore the spillway capacity is inadequate. As the spillway will pass more than 50 percent of the test flood without overtopping, the spillway is not judged seriously inadequate. The overflow will be 0.9 feet and continuing deterioration. Additionally, since the degree and extent of spalling is somewhat excessive, the areas affected should be repaired. Due to the potential for overtopping, it is recommended that a definite plan for around the clock surveillance be implemented by the owner during periods of unusually heavy rains and a formal warning system should be developed.
