The purpose of the project is to construct a complete or partial relocation of approximately 35 miles of State Trunk Highway 23 between the Cities of Fond du Lac and Sheboygan. This improvement is necessary to correct geometric and capacity deficiencies of the existing facility and reduce the high accident rate which exists. The proposed improvement is to be a four-lane divided highway on the section from State Trunk Highway 67 to Sheboygan. From Fond du Lac east to 67, the route is to be constructed as a two-lane highway with the possibility of a short segment of 4-lane divided highway should the improvement be located along the existing highway. A brief summary of adverse and beneficial environmental effects is included.
