The report explores the feasibility of fare-free transit in Los Angeles from four perspectives: history of transportation in Los Angeles, ridership aspects of fare-free transit, financing considerations and social, political and environmental concerns. There are specific recommendations regarding each of these considerations as well as a summary of all conclusions reached on the subject. A simulation model was used to derive a position on the effect of no fare on ridership; a brief survey of key political figures was undertaken to determine their support of such an issue.
