The report presents proposals for reuse of an open area contiguous to Utica, New York. Development of an industrial park, housing, and commercial facilities are recommended in that order, with formation of a community development corporation recommended to implement the project. The study recommends use of 140 acres within the project acreage for creation of a mini-community. Land use plans and feasibility analyses are appended.
