The purpose of the proposed project is to expand the existing facility from a two-lane to a four-lane highway to accommodate and facilitate increased local and east-west traffic to and from interstate 5. Summary of Environmental Impacts: Twenty acres of habitat for flora and fauna will be permanently lost, and 24 acres will be temporarily lost. Possible 'wet' mining of bars in the South Umpqua River to obtain project construction materials will result in some temporary siltation and loss of fish habitat. The visual quality of downtown Winston will be noticeably affected during and after construction. Local business may be adversely affected during construction, but should benefit economically as a result of roadway and associated improvements. A total of 31 structures, including 13 residential dwelling units and 12 commercial units, either have been or will be modified or removed.
