Regional Housing Study
The report presents an initial analyses of local housing problems and obstacles in a regional context. Regional problems include: the large number of substandard structures; insufficient governmental expenditures for housing; inadequate supply of sound, low cost housing; poor economic position of low-income and minority groups; out-migration of middle and high income families; social unacceptability of low income groups; racial discrimination. Regional obstacles include: (1) lack of current, easily updatable housing and population data; (2) lack of sufficient revenue sources for local government; (3) the high cost of developing low-cost housing; (4) economic and legal restraints to housing improvement. Regional objectives reflect the necessity of overcoming these problems and obstacles and form the basis for proposed RPC activities. (Author)
