Relocation and the Housing Market in Metropolitan Baltimore, 1968-1975
This report focuses on relocation and its impact on the housing market in the Baltimore Region. Between 1968 and 1975, 28,000 dwelling units will be removed from the regional housing supply; 25,000 of these from Baltimore City's supply. Those families required to relocate as a result of demolition are primarily low income, black residents of the community who, because of economic and discrimination factors, are forced to inhabit the worst housing in the area. Projections of future demand for housing indicate a need for 168,200 housing units between 1968 and 1975, an average annual increase of 24,000 units. Current construction volume is approximately 15,000 units per year. The Baltimore Region may be facing a housing shortage which will affect many families, especially the already disadvantaged. Relocation assistance, however, has been improved since the early days of urban renewal as more attention is being focused on the proper timing of displacement and provision for adequate housing.
