Urban Neighborhood Community Association Project: An Action Manual
An Urban Neighborhood Community Association Project (UNCAP) is a program designed to develop housing opportunities for people who reside in urban neighborhoods and want to improve their residential environment. This manual addresses persons actively involved in neighborhood housing: the director and staff of community agencies, local government planners, and builders/developers specializing in urban residential development. The development process is delineated according to design, startup, transition, and governance phases. A guide to site selection discusses data collection and interpretation to ensure adequate planning. The legal, financial, design, and architectural frameworks are presented. Property rehabilitation, often representing the largest share of project costs and extensively covered here, involves rehabilitation capabilities and goals, and effects on the neighborhood and residents. Primary community association documents outlined are bylaws, governance declarations (dealing with ownership and property rights), and the articles of incorporation.
