In 1975 the Swedish Riksdag (Parliament) decided to carry out a national energy research program. In accordance with this decision, the Swedish Council for Building Research (BFR) was asked, as a Government agency responsible for programming, to be responsible for program section 3 'Energy use for indoor comfort' of the national energy program. In addition BFR was asked to be responsible for drawing up the basic documents upon which the next energy policy decision would be made regarding research and development in the building sector during the period 1978-07-01 to 1981-06-30. Specially appointed program Committees were responsible for the drawing up of the different sections of the program discussed in this report.
