It is proposed to initiate construction of a flood control protection project consisting of earthen levees, concrete floodwalls, river channelization, a small dam and detention reservoir, pumping stations, and other associated interior drainage facilities for the city of Waterloo, Iowa. The alteration of natural shoreline habitat, obstruction of views of natural areas, loss and alteration of aquatic environment in the proposed dredge areas, loss of bottomland habitat and upland vegetation in the borrow areas, and a temporary deterioration of land areas by ponding are all considered adverse to the quality of the environment.
