Condominium Conversions in San Francisco
Condominium conversions have become a major policy issue in San Francisco, CA. Since January 1978, 50 applications have been filed with the department of city planning, or an average of 5 per month. This study was undertaken in an effort to better understand the issues raised by conversion, including the impact on housing costs, on the rental market, and on displacement of low-income, moderate-income, and middle-income families and the elderly. Existing data relevant to the San Francisco housing market were assembled. It was found that there are 3,656 condominiums in the city of which 2,422 are conversions; conversions represent .8 percent of the total housing stock and 1.2 percent of the city's rental stock; most of the conversions have occurred in neighborhoods with higher incomes and higher housing costs. Survey findings present profiles of owners and tenants.
