Underground Hydrocarbon Storage Facility Survey Summary. Volume 1
The primary purpose of this report is to provide supplemental information with respect to the problem and the need for regulation of underground storage caverns. The study addressed two main concerns involving the collection and analysis of information and the preliminary identification of environmental problems facing the industry and recommendations of further studies that will assist RSPA in promulgating safety and environmental standards for the operation of underground storage facilities for petroleum products. Specifically, the contractor developed two questionnaires to identify the issues related to underground facilities. The survey focused on three major characteristics of these underground facilities: (1) Identify the geographic distribution of facilities; (2) The geologic settings and types of facilities and; (3) The types of products stored in each of the facilities, and a qualitative assessment of the relative (perceived) risk factors at the surveyed facilities.
