Governmental Organization for Urban Growth in the Salem, Oregon Area
The report concludes that strengthening the Council of Governments is the key to implementation of an urban growth policy for the Salem Area. The city, through annexation of all of the area within the urban growth boundary would become the major provider of public facilities and services. Marion and Polk Counties would continue to provide land use, health regulations, public services and facilities to low density areas outside the boundary. The Council of Governments would have review and veto power over all such activities of the city and two counties. (Author)
