Planning and Participation: General Revenue Sharing in Ten Large Cities
This report presents the findings of a study of planning and citizen participation processes used by local governments to make decisions about general revenue sharing (GRS). It focuses primarily on the impact GRS is having on the governments of cities with populations between 250,000 and 750,000 although data from a national sample of cities of all sizes are also analyzed. The overall objective of the study was to determine the relationship between GRS processes and outcomes. The cities that were studied in detail were Cleveland, Indianapolis, Miami, Minneapolis, Newark, Phoenix, Pittsburgh, San Francisco, Seattle, and Toledo.
