Rock Hill, South Carolina: Urban Design Study
The urban design study is an effort to accomplish the basic principles necessary for downtown Rock Hill's development. The goal is to achieve a workable plan which has the inherent qualities to encourage a high quality of physical design. The development plan is intended for the stimulation of both public and private development projects and for use as a reference tool for evaluation of and a guide for the evolving future projects. The suggested physical concept evolved through a process which included identification of community goals, collection of pertinent facts, development of valid concepts, and a listing of resultant needs. The recommended plan includes a shift in emphasis from 'downtown' to 'town center'; planning for the 'town center' to house more than one activity; to provide a relationship between buildings and open spaces and to effectively relate to pedestrian and vehicular movement; the setting of guidelines which could be used to determine specific design elements such as buildings, street furniture, and landscaping; and the provision of general guidelines for implementation tools with which the 'town center' can provide a visually pleasing and functionally workable core for the community.
