Columbia River Basin Fish and Wildlife Program: Issue Paper 5/Capital Construction
What types of capital construction are appropriate for funding by the Bonneville Power Administration and the Corps of Engineers. This paper discusses the following issues: (1) should the Corps of Engineers construct a bypass system at Lower Monumental Dam and a vertical slot counter at the north fishway at the Dalles Dam; (2) should the Northwest Power Planning Council direct BPA to fund construction of adult passage facilities at Dryden and Tumwater dams; (3) should BPA fund the construction of new hatcheries or structural modifications at existing hatcheries; and (4) should the Council modify some existing program measures for capital construction at several Yakima Basin projects.
