Value Engineering Contract Provisions on Federal-Aid Highway Construction Projects. Executive Summary
The FHWA Value Engineering program began with the passage of the 1970 Federal-aid Highway Act. Since that time the FHWA has encouraged State highway agencies to incorporate Value Engineering Contract Provisions (VECP) into their Federal-aid highway construction projects. The purpose of this study is to determine if the Federal-aid Highway Program is receiving the maximum benefits from the use of VECPs in Federal-aid construction contracts. The report makes several rcommendations to State highway agencies, contractors and the FHWA which should incease the use of VECPs and improve the review and acceptance process of contractor proposals.
