Underground Engineering at the Basalt Waste Isolation Project
A special task group was organized by the US National Committee for Rock Mechanics and the Board on Radioactive Waste Management of the National Research Council to address issues relating to the geotechnical site characterization program for an underground facility to house high-level radioactive waste of the Basalt Waste Isolation Project (BWIP). Intended to provide an overview of the geotechnical program, the study was carried out by a task group consisting of ten members with expertise in the many disciplines required to successfully complete such a project. The task group recognized from the outset that the short time frame of this study would limit its ability to address all geotechnical issues in detail. Geotechnical issues were considered to range from specific technical aspects such as in-situ testing for rock mass permeability; rock hardness testing in the laboratory; or geologic characterizations and quantification of joints, to broader aspects of design philosophy, data collection, and treatment of uncertainty. The task group chose to focus on the broader aspects of underground design and construction, recognizing that the BWIP program utilizes a peer review group on a regular basis which reviews the specific technical questions related to geotechnical engineering. In this way, it was hoped that the review provided by the task group would complement those prepared by the BWIP peer review group. (ERA citation 14:012686)
