When the question of Swedish EU membership was brought to life a couple of years ago we at the Swedish National Board of Housing, Building and Planning noticed a clear reaction in the increased number of enquiries on the subject of housing and building in Europe. While it is true that the housing policy is not part of integration and harmonization work within the framework of the EU, cooperation within the EU can still be expected to indirectly affect the Swedish housing market, as can internationalization in general. This is the background to our developing this publication, in which we present a statement of housing and building conditions and housing costs in Sweden as well as in EU member countries, the Nordic area and the majority of the OECD countries. At the same time we provide a description of the different housing policy instruments in these countries.
