Use Rate Recommendations for Michigan
Optimum utilization rates for Michigan hospitals are computed in a report of the University of Michigan's Bureau of Hospital Administration to the advisory committee of Michigan's Acute Care Bed Need Methodology Project. The data available to the bureau for its computatiions are described, and utilization rates are recommended for all nonobstetric patients, separately for nonobstetric adult and pediatric patients, and for obstetric patients. The methodology employed by the Bureau in developing each recommended rate is described. At the time the computations were made, the nonobstetric utilization rate in Michigan was 1,235 patient days per 1,000 population. A 19 percent reduction in that rate, to maximum of 1,000 nonobstetric patient days per 1,000 population, is recommended. Decision rules for implementing the utilization rate recommendations, based on allowance factors of age, rurality, and unmet hospital need, are suggested. The recommended nonobstetric utilization rate is then compared with existing rates in 10 Michigan regions. Application of the recommended decision rules concerning nonobstetric utilization rates would result in reductions in utilizations for seven of the regions ranging from 1.7 to 22.1 percent, in additional utilization for one region, and in no change for two regions. Supporting tabular data are included.
