It consists of a land use survey and analysis, goals and objectives which will assist the town in decision making and effect the realization of the land development plan that includes a preliminary thoroughfare plan, and a section on implementation. An industrial area near the interstate highway and railroad is proposed. The plan also recommends considerable renovations in order that Black Mountain may continue to be the focal point of services for religious assemblies and tourists as well as local residents.
