The recommended plan will entail 10,500 feet of earthen levee and 250 feet of concrete flood wall. There will be two gate openings, four pump stations, and 82 pressure relief wells. Associated recreational facilities include a hard surfaced biking and walking trail, three rest stops, two overlooks, two picnic areas, playground, tot lot, three bank fishing areas, and 70 parking spaces. The plan provides flood protection in an urban area, also provides needed recreational developments; and an open-space green-belt corridor along the Scioto River. Adverse environmental effects are: Partial loss and degradation of a bottomland hardwood forest suitable for educational and recreational uses; loss of wildlife habitat within the urban environment; periodic short-term decreases in water quality and in the quality of habitat for aquatic flora and fauna.
