The report constitutes the first phase of an 'Initial Regional Housing Plan' for a rural, six-county region in northeastern Colorado. The report examines the principal socio-economic conditions which relate to the capacity of the region's residents to acquire and maintain decent housing. This section is followed in turn by a survey of regional housing conditions and a terse analysis of various economic, demographic, psychological, and governmental factors which act as constraints on housing development. The final segment of the phase one report contains a preliminary statement of housing goals and objectives.
