Downtown Central Study Area: Urban Design. A Report to the Division of City Planning City of Chester, Pennsylvania
The report recommends a series of actions oriented towards improving, in a modest way, the key retail commercial blocks in downtown Chester. A restating of the existing CBD Plan, an inventory of public improvement programs, and a reconnaissance of design elements are the foundation upon which facade studies are based. These facade studies take two blocks and recommend two levels of treatment to improve their appearance and function. A strategy for implementation of urban design is recommended, and further steps are outlined.
