The examination of documents and visual inspection of the dam and appurtenant structures did not reveal conditions which constitute an immediate hazard to human life or property. The dam, however, has a number of problem areas which requirefurther investigation and remedial work. The structural stability analysis indicates unsatisfactory stability would result from loadings which could occur during all investigated conditions. A structural stability investigation should be commenced within 6 months to determine the characteristics of the uplift forces acting on the dam, the properties of the existing dam and the effect of these conditions on the stability of the dam. The hydrologic/hydraulic analysis indicates that the spillway will pass only 26% of the Probable Maximum Flood (PMF). The dam will be overtopped by 6 feet and 1-1/2 feet by the PMF and 1/2 PMF respectively. Failure of the dam during the 1/2 PMF event would significantly increase the downstream hazard from that which would exist just prior to failure of the dam. Based on an initial screening, and preliminary computations, there appears to be a serious deficiency in spillway capacity so that if a severe storm were to occur, overtopping and failure of the dam would take place, significantly increasing the hazard to loss of life downstream from the dam.
